It was discovered that because of a new budget plan where left-over money in the budgets funded by the Student Association goes into the SA Reserve for the following year, this years SA Reserve is much larger than in previous years. This has also come about because of the greater in-crease in the number of students than was estimated. Because of this unusually large amount of funds, the Student Associa- * * * * * Where Your The student activity ticket, its cost and how it is delegated among organi-zations, has long been a controversial and misunderstood item of discussion. With this in mind, we will try to clarify to you, the students of Northern, what organizations your dollars are funding and where each dollar of your $80 fee goes. Each spring, the Student Associa-tion holds budget hearings where organizations can request funds for their following school year budgets. This year's activity ticket is delegated to 17 areas of service and organiza-tions. Here is the breakdown of how much each area receives: Health Services $31,122 Music $13,875 Cultural Affairs $4,650 Ambassadors $1,200 Student Union $78,149 Post Office (up to) $12,000 Drama $3,700 U.O.B. (now C.A.B.)...$15,186 Student Association . . .$11,661 Gypsy Days $6,500 Publications $41,320 Cheerleaders $1,643 What's Up $2,410 Debate $1,750 Men's Athletics $58,710 Women's Athletics $21,900 Reserve unlimited These budgets are approved on an estimate of the number of students that will be attending NSC the follow-ing year. If there are more students than were expected, there will also be tion has already approved additional funding for three organizations where additional funding was requested. The SA appropriated funds for the start of a new drill team, "Waldo's Women". They requested $962 in funds and the SA appropriated $760. Also, the UOB requested $130 in addi-tional funding to pay a bill from the previous year, and the SA approved it. The Pasqua also requested additional funding because of unexpected costs. They requested $3,000 and were ap-proved $2,620 in additional funds. All requests for additional funding must Money Goes more money from the activity tickets. All funds that were left over at the end of the fiscal year in any of the accounts of the organizations that receive monies from the SAC were transferred to the SA Reserve account, which is to be used Northern Vote Calls Election It appears as though Northern is in-deed a true representative of national inclination, at least in the political realm. The mock election held on cam-pus Wednesday, October 29 closely followed the national election results. In one instance, the Reagan vote, the campus and national percentages correlated exactly. Readers should take note that errors made in the mock election percentages in the last issue have been corrected in the results listed below. As a result, the Reserve Ac-count now has an amount in the neigh-borhood of $30,000. This may sound like a lot, but let us first look at the rea-sons for this surplus and then at the uses to which it may be put. Each year the activity ticket price is based on an estimated number of full-time students. Last spring, the number the SAC used was 1,900. Due to in-creased enrollment this fall, the number of full-time students was considerably higher than projected; consequently, the number of activity tickets purchased was higher than an-ticipated. The ticket price is broken down so that each organization receives a certain dollar amount from each ticket sold. However, they have the authority to spend only the amount approved by the SAC and the Presi-dent of the college. Any amount left over is transferred into the Reserve Ac-count. This sum has been ac-cumulating over the past two years and accounts for part of our surplus this year. The other way money is transferred to the Reserve Account is if the organi-zation generates more revenue than it was expected to. Such extra income or left-over funding is then transferred to this account. There are several choices the SAC may make regarding the use of this money. First, we could use it to cut the price of the activity ticket for next year only, for a one-time saving. Or we could split the amount and thus make possible smaller savings but over the next two years. The advantages of the latter are that there would be a reduced or at least maintained ticket price over a longer period plus we would have a reserve on hand during the second year in the event of an emergency. We wanted to be sure of the amount in the Reserve Account before we made any statements about it. Also, we wanted a chance to discuss our alternatives. At this point in time, we have not decided on a certain course of action to take. If you have any ideas, suggestions, or comments, feel free to call the Student Association Office (622-2528) anytime.
